Program Associate

The Division of Health Policy and Management, School of Public Health, University of Minnesota seeks a Program Associate to work at the State Health Access Data Assistance Center (SHADAC). For further information on SHADAC, see www.shadac.umn.edu.


Job Duties
The primary responsibility of the Program Associate (Job Code 8208) is to work as part of a team to coordinate center activities at the State Health Access Data Assistance Center (SHADAC), an interdisciplinary research center in the Division of Health Policy and Management in the School of Public Health.

The program associate will develop and oversee administrative and operational arrangements for SHADAC conferences, programs, outreach activities, and events for state- and national-level researchers and analysts. Specifically, the program associate will participate in program and administrative planning and will be responsible for coordinating the participation of SHADAC faculty involved in these events and activities. This includes coordinating facilities and contracts, registration, audiovisual equipment, course materials, accommodations and travel, reimbursements, and all other related requirements for the successful planning, implementation, and follow-up on all SHADAC events and activities.

The program associate will coordinate and assist in the development of promotional efforts for programs. These activities include managing the dissemination of SHADAC information includes maintaining the contacts database and listserve; managing website postings and updates; coordinating the dissemination of SHADAC products and materials, including external outreach to SHADAC audiences; handling requests for research assistance; and managing grant reporting requirements. Additional duties include copyediting, design and layout, formatting, project management and support for SHADAC research and technical assistance products, managing access to the computer network, troubleshooting computer problems, and handling the manuscript preparation process.

 The program associate will carry out the regular administrative functions of the research center, and provide in-depth, high quality information and services to SHADAC faculty, staff and clients. These functions include managing client calls, managing calendars, purchasing supplies, processing forms, maintaining archives, providing orientation to new staff and students regarding the processes and workflow of the center, managing computer connections and resources, and overseeing the work of graduate research assistants in some cases.

Qualifications
Required:  B.A. or B.S. in social sciences or related discipline and one year of program planning or related administrative experience or a combination of education and relevant administrative experience to total five years. Proficiency in using Word, PowerPoint, Excel and Access. Demonstrated ability to analyze problems and day-to-day issues in the work setting and prepare possible solutions. Strong oral and written English communication skills. Ability to write for various professional and lay audiences and familiarity with data-focused technical writing. Demonstrated skill in interpersonal communication and cooperation. Demonstrated ability to work effectively with a multi-disciplinary team.

Preferred: Broad knowledge of health policy and experience with issues related to surveys of coverage and access. Graphics and layout skills and proficiency in related software packages. Experience with computer troubleshooting, networking, and working with websites.

 Sr. Research Fellow or Research Associate

The Division of Health Policy and Management, School of Public Health, University of Minnesota, seeks a Senior Research Fellow or a Research Associate to work at the State Health Access Data Assistance Center (SHADAC), a research and technical assistance center located at the University of Minnesota. 

SHADAC works with data on health insurance coverage from a state perspective in order to help states make data on the uninsured meaningful and policy relevant. The goal is to bridge the gap between researchers and policy makers by translating data into the real world of state health policy. Services include: targeted policy research on health coverage and access issues; technical assistance on survey design and implementation; coordinated state data collection; and policy analysis and development from a state perspective. Duties include reviewing technical survey research documentation, designing and potentially implementing analysis of complex survey data; writing reports and/or journal articles; creating and delivering presentations to a diverse audience at a variety of levels; and conducting information dissemination and outreach activities. Some travel required.

Required--For Senior Research Fellow: Master’s degree in a health field or related discipline (e.g., health services research, economics, sociology, public policy); research and policy development experience writing and/or reviewing large scale survey research documentation; proven ability to conceptualize projects, conduct sophisticated analyses, and synthesize research results into clear, concise, and understandable reports and presentations; strong analytical, organizational, and communication skills; ability to work effectively in a multi-disciplinary team environment; excellent English verbal and written communication skills; and at least three years of health care research experience.  For Research Associate: Ph.D., plus requirements shown above and at least five years of relevant work and research experience.

 Preferred--Knowledge of federal and state health care policy and programs; demonstrated ability to write for varied professional and lay audiences.
