The University of Minnesota's State Health Access Data Assistance Center (SHADAC) is funded by The Robert Wood Johnson Foundation to help states monitor rates of health insurance coverage and to understand factors associated with uninsurance. SHADAC provides targeted policy analysis and technical assistance to states that are conducting their own health insurance surveys and/or using data from national surveys.

Mission
SHADAC is a health data resource providing targeted policy research and technical expertise on the collection and use of policy-relevant data on health services, including insurance coverage, access to care and utilization. SHADAC's expertise serves as a bridge between state and federal agencies, and between data and policy.
Targeted Research Focus
SHADAC is a leader in facilitating primary health policy research at the state level with an established network of state analysts working on health coverage and access issues across the country.
SHADAC's experts in health policy analysis, survey design, sampling, and data analysis specialize in the application of state-level data resources (both national and state-specific data sets) for health policy decisions.
SHADAC produces timely and targeted health policy research with a focus on deriving lessons from state variations in policy and outcomes in the national context.
SHADAC maintains an ongoing research agenda related to issues of health insurance coverage, data collection methods, and state health policy. Topics include:
- Estimating and understanding state health insurance coverage levels.
- Expanding the use of national and state survey data.
- Measuring health care access, including coverage disparities, safety net, underinsurance, and mental/behavioral health services.
SHADAC's Technical Assistance Agenda Includes:
- Facilitate the sharing of information and expertise among states and provide opportunities for state analysts to interact with federal survey research and design experts.
- Help policy makers understand the unique characteristics of the uninsured and conceptualize state programs and interventions that will increase access to care.
- Provide assistance to states using SHADAC's Coordinated State Coverage Survey (CSCS) - a state survey tool for estimation of health insurance coverage rates at the state level.
